Emergency Rules
Description of emergency rules to the Wisconsin Administrative Code
A Wisconsin regulatory agency may adopt an administrative rule as an emergency rule if preservation of the public peace, health, safety or welfare necessitates placing a rule into effect prior to the time it could be effective if the agency were to comply with the notice, hearing, legislative review and publication requirements of the statutes. [See s. 227.24, Stats.] An emergency rule remains in effect only for a period of 150 days unless it is extended, or is promulgated under s. 186.012 (4), 215.02 (18) or 220.04 (8), Stats.
Emergency rules to the relating to environmental management
This office regularly attempts to identify emergency rules that affect regulations pertinent to campus environmental management operations. Currently, we know of no emergency rules in this category.
[Recently, we had identified one DNR emergency rule that implemented the federal hazardous waste manifest that became mandatory in September 2006. The effect on campus operations was minimal, since campus staff has the assistance of the hazardous waste vendor in completing the manifest. Personnel from the current vendor were trained and are available to assist with the minor changes bought about by this rule change. The changes pertaining to hazardous waste manifests in emergency rule WA-31-06(E) have been promulgated into the Administrative Code, effective April 1, 2007.]
