I. Meeting was called to order by Chair Karen Jander at 10:00 a.m.
II. Library Dynamics

a. Joan Robb mentioned that the Task Force has not met because UW data was not loaded

i. Data has now been loaded

b. Howard Harris showed a PowerPoint presentation giving an overview of the Spectra Dimension collection analysis product; he also demonstrated the product

i. Next week: IP-authenticated access & User Guide will be available
ii. Howard will e-mail the presentation to Joan Robb who will distribute to the CDC

c. Highlights:

i. 10 years of coverage (1999-2008 publ. dates)
ii. Exclusions: serials, electronic resources (245 $h [electronic resource]); Gov Docs and technical reports without LC class numbers
iii. Updates loaded once a year (with a possibility of monthly)
iv. Matching and merging is done on titles are well as numbers (ISBN, LCCN, OCLC)

III. Nursing Consult & MD Consult

a. Julie Schneider reported that Ebling Library will renew Nursing Consult and MD Consult for another year (7/1/08-6/30/09); other campuses will continue to have access

i. Please send positive feedback about these products to Julie so she can share with Library Director

IV. Minutes from November 2, 2007 CDC Meeting were approved
V. Lisa Jewell

a. Lisa Jewell has replaced Lorie Docken and will be attending CDC meetings; Paul Moriarty will no longer attend

VI. July Renewals – all approved

a. Gale (Jan. renewal) was done via e-mail since we did not have pricing at the last meeting
b. LexisNexis Academic – unanimous to renew
c. Oxford English Dictionary – unanimous to renew
d. PsycArticles – unanimous to renew
e. Grove/Oxford Music – Colleges & Eau Claire – no; Stout – abstain;  9 – yes

VII. Other renewal Issues

a. John J. asked it we could have renewals on a regular cycle (summer)

i. Cheryl Bradley addressed this issue later in the meeting (consortial groups start at specific times and we have to start with the group)

b. Badgerlink – which databases are included (for ALS stats)?

i. Joan will email Sally Drew to get definitive list

c. EMERALD

i. Lisa Jewell’s latest EMERALD quote was for a larger package than we want
ii. EMERALD access has been problematic
iii. Susan B. points out that UW EMERALD print prices are lower than list prices
iv. Richard R. suggests making a counter-proposal

1. Action: Lisa will ask EMERALD rep for a quote for the current package of titles and ask for a clause to allow us to keep only 1 print subscription for each title in the UW System (currently we have a no cancel clause for all campuses)

VIII. Cheryl Bradley discusses negotiation with vendors

a. Cheryl has 30 academic libraries in the PsycArticles group
b. WiLS cooperative purchasing & pricing is a cost-recovery service; WiLS fees vary by product and by how much they are able to save us, but are never more than 5%
c. Sometimes the OCLC Alliance (OCLC regional networks) negotiates deals
d. Pricing for databases like PsycArticles is based on Content Fees + Access Fees (content fee is based on size of group; access fees can be negotiated)
e. Cheryl has been working hard with ABC-CLIO on pricing; their pricing is based on min. of 6 users and they have only small and large library pricing (no medium); EBSCO has been aggressive in pricing but they are sole vendor for Historical Abstracts and America History & Life
f. WiLS can be involved with other System purchases if we want

i. As noted above, we may not have control over renewal dates because database groups renew at different times)

g. Cheryl now has a part-time assistant
h. Mental Measurements Yearbook is the only WiLS database for which UW libraries make up the entire group
i. Who holds licenses of WiLS negotiated products? Varies by product, e.g., Oxford and LexisNexis have licenses for each campus
j. WiLS is working on a password-protected web site with license information

IX. SEC Budget Issues

a. We need to renew the discussion about what to do if we do not get additional funding for System purchased resources

1. Karen J. asked if we should look at the possibility of moving selected resources to group purchase through WILS which would amount to the same thing as billing each of us for additional money to support the SEC budget
ii. Since WiLS has a CINAHL group, we can ask Cheryl if we can get a better price by joining their group
iii. Should campuses kick in more for cost-sharing?
iv. Discussion will have to continue at the next meeting as time ran short

X. CRS Coordinating Committee Update – Richard Reeb

a. Richard asked how we feel communication is working with the new CUWL Coordinating Committee model

i. Richard explained the new model of monthly teleconferences, minutes, e-mails on the “private” and “public” lists and semi-annual reports to CUWL directors
ii. Discussion of communication

1. There is some confusion over how CRS projects originate and are carried out (e.g., Library Dynamics and UB working group)
2. Jan B. asked Richard what he has gained – he feels he has better understanding of issues; he is on director’s list, though communication is mainly budget-related; Richard also feels the CRS has created a lot more work for members
3. Tom R. feels he knows more of what’s going on since there is a director on each coordinating committee (learns more of the politics behind the scene)
4. John J. unsure whether CRS is accomplishing its goal – if a few members were added, it would be just like the CDC

b. Richard’s DIN Estimate Spreadsheet covers 5 subjects: Biology, Chemistry, Computer Science, English & History

i. Spreadsheet of databases took weeks to compile; it is representative, not comprehensive
ii. Prices were supplied by vendors and publishers unless otherwise noted
iii. There is another spreadsheet for major publishers

1. Information from the spreadsheets was one of the factors used by CUWL to get a DIN amount
2. Richard will get input from CRS about allowing CDC members to access the password-protected part of the CRS section of the CUWL wiki

c. Richard noted that the Document Delivery initiative came from UWS, not CUWL
d. Karen J. pointed out that this is a transition year for the coordinating committees, the CDC and System. 

XI. Nomination and election of new CDC Secretary/Chair Elect

a. Judy Wurtzler was unanimously elected J

XII. Appoint committee to review expired bid for Periodicals Subscription Services

a. Judy W. agreed to chair committee and Mindy King, Chris Chamness, Lisa Jewell, and Ruth Ginzberg.  Richard will get someone to serve from Madison

XIII. Review recommendation on Last Copy

a. Discussion postponed until next meeting

XIV. Summer Conference

a. CDC round table is first day; Karen will talk about how CDC began, guidelines for purchasing, and new considerations for group
b. Richard – registrants will be polled in advance for the sessions they wish to attend

XV. Contact List for System Resource Access Problems

a. Clarification – our Shared Electronic Collection budget shows whether WiLS or UW System negotiates
b. Joan R. created a spreadsheet of contact names for databases and Lisa J. has technical contacts – can we incorporate all the information in one place and put it in a shared space, like CRS section of wiki?
c. Send information to Richard that should be added to CRS section of the CUWL wiki
