III. Old Business
Lorie Docken presented the 2002/03 renewal list. Budget for current year will
support 02/03 renewals but will not for the 2003/04 budget year. Projecting
a flat budget increase, Docken presented scenarios utilizing 6% and 8% inflationary
figures. The figures used for BioOne and Science Online are approximate.
Discussion of the de-selection process. With all campuses responding except
one, Docken presented results from her informal survey of campus ideas on potential
cancellation candidates. Much discussion on how to proceed with this list. The
group agreed to work to create a ranked list of potential product cancellations.
Results will be presented to CUWL for their decision on 11-12-02.
Motion: “Discussion will begin with all products that have received three
or more cancellation votes and any other individual product anyone wished to
raise.” M/S/P unanimously. Mention was made to the $100,000 supplemental
pilot model that the CUWL directors approved last fall. Should this group pursue
funding model?
General comments on vendors or products.
• ProQuest interface is easier to use than Cambridge.
• ABI Inform is essential to business schools.
• CINAHL full-text is necessary for nursing distance education programs.
Perhaps an Ovid interface could be investigated.
• Communication Disorders utilize the CINAHL full text content.
• Academic Universe is seen as essential, especially the legal resources.
Poor statistical tracking and hard interface to master.
A poll was taken to determine how many campuses would pick up a subscription
to any of the products that were listed on the potential cancellation list.
See appendix.
Motion: “Remove Project Muse and Web of Science from the list of potential
cancellations.” M/S/P unanimously.
Product with seven or more campuses willing to individually pick up the subscription
costs were then dropped from the discussion list: Ethnic NewsWatch, Grove Music,
Mental Measurements Yearbook, and Statistical Universe fell in this category.
These four products were then removed from possible cancellation.
General comments.
HRAF Archaeology – three campuses would pick up subscriptions to this
product. This vendor is not easy to deal with, no consortia discount.
HRAF Ethnography – five campuses would pick up subscriptions to this product.
The list price for Eau Claire is $3300 while Milwaukee would be $3600.
NetLibrary – one campus would pick up subscriptions to this product. Search
interface is not as difficult as Safari, another e-book vendor which focuses
on information science and technology content. There are concerns with current
printing restrictions. Users may not be totally comfortable with the e-book
technology yet.
Earthscape – perhaps one campus would pick up subscriptions to this product.
Encyclopedia of Science & Technology – A reference title that the
Reference Coordinators Group could discuss at their meeting next Tuesday (October
22). This is seen as a good resource for the remote user.
Science Online – Colleges have cancelled print subscription as a result
of this online subscription, they are concerned about picking up the print again.
Ten or more campuses still have the print title. With the FTE pricing, this
title is not a good a deal as Nature. This is an expensive title online yet
not very expensive in print.
Nature – Six campuses would pick up subscriptions to this product. Access
to multiple nature titles, good content for the cost.
Oxford English Dictionary – Five campuses would pick up subscriptions
to this product. Good for distance education students. Online version is easier
to use than the print volumes. Used for multiple curriculum areas.
Criminal Justice – Six campuses would pick up subscriptions to this product.
An executive group to UW system is recommending pilot programs for collaborative
teaching. Criminal Justice is one such program. With that in mind, this product
should not be cancelled.
Books in Print – Many felt that Amazon.com was easier to use. Some campuses
have reduced print copies of BIP because of the online. This product was used
mostly by library staff although often indirectly for student use (ILL, for
example).
Alt-Health Watch – Two campuses would pick up subscriptions to this product.
Ulrich’s – Most claim that this is primarily for library staff use
and perhaps does not fit the criteria for our shared electronic collection.
After much discussion, the following recommended cancellation schedule will be presented to the CUWL Director’s meeting.

Docken presented updated figures based upon our cancellation recommendations.
Without including Science Online or the McGraw Hill products, the fiscal year
2002/03
carry-over will be $141,642. The fiscal year 2003/04 carry-over will be $52,771
–
$78,900, depending upon inflationary rates.
January renewal product discussion
Web of Science contract: A new contract for Web of Science needs to be signed
at the time of the January renewal. If we sign an annual renewal contract, there
will be a 7.5% price increase. If we sign a three-year contract, they will guarantee
a 5.5% price increase over the contract life. This represents a $24,000 savings
over the three years.
Motion: Sign a three-year contract to the Web of Science. M/S/P unanimously.
ACS Web Edition – current contract does not allow for the cancellation
of print titles. By not allowing print cancellations, adding the cost of the
ACS Web Edition, and the ACS Archive, UW system is paying over $300,000 for
access to this information. Madison wishes to cancel duplicate print titles.
For accreditation purposes, most campuses are retaining the print editions.
While the faculty have embraces the electronic, certification and accreditation
still requires print. Question posed to the committee members: If you did not
have online access, would any campus be canceling any print titles from the
ACS? No campuses would be canceling.
BioOne – no discussion, everyone approves of this product.
Project Muse – While they have changed their pricing structure, many campuses have cancelled print subscriptions based upon access to this product. No modifications of this renewal were recommended.
It was M/S/P unanimously to approve the January renewals without the four proposed cancellations: Alt Health Watch, Books in Print, Science’s Next Wave, Ulrich’s.
Bowker products consortia purchase interest. Docken will send out information on how individual campuses that wish may purchase access to the Books in Print and/or Ulrich’s via Bowker.
JSTOR titles. If there were any additional or extra funds, additional JSTOR collections would be of interest to the group.
Motion: To approve the January renewals minus the four recommended cancellations: Alt-Health Watch, Books in Print, Science’s Next Wave, Ulrich’s
Journal De-selection: Robin Rider reported that Madison has started looking
at Wiley publishing. They have 500-600 titles earmarked for possible cancellation,
which included the cancellation of print in favor of online. Rider will report
more on this topic at a future meeting. Also, the Chemistry library on the Madison
campus began a “cost per character” study and Madison is hoping
to expand that project across campus. The CIC members are working on a pilot
project to sustain at least one print subscription within the membership. The
CIC would like to address the Elsevier issue as well. Finally, Rider announced
that Ken Frazier received some additional funding from the Madison campus for
the purpose of easing the journal cuts.
Jim Tobin reported that Milwaukee has cancelled $98,000 in journal titles. The
polled the faculty about low use titles. The Physics department began an initiative
to cancel titles in the sciences across campus. Milwaukee’s planning figure
is $200,000.
Lorie Docken reminded the committee to use the reporting form for print cancellations.
Docken will then coordinate a UW system cancellation list.
Cancellation criteria to share: Jan Bogstad reported that Eau Claire has used Voyager browse and use statistics to assist in their cancellation procedure.
ILLiad – Paul Moriarty updated the committee on the OCLC ILLiad program. ILLiad interfaces with OCLC and docline, will handle Ariel documents, document delivery of non-returnables, and electronic delivery of articles between ILLiad libraries. Five training are currently being held across the state, which have gone well. Campuses are currently working on loading patron data. Two technical sessions will be held in November for the campus technical contact. Goal is to have all libraries implemented by the middle of the spring semester. Project is on track.
New Business
A. CUWL Cooperative Reference Group
Randy Hoelzen reported that the first face-to-face meeting of the Cooperative
Reference Group will be October 22. They will be busy with implementing Question
Point across the state. Discussion took place on how to create a formal relationship
with the CDC group. The cooperative reference group can assist the CDC in discussion
electronic resources, especially those of a reference nature. Training material
is another possibility. They have requested that someone from the CDC group
attend this October 22nd meeting. Ella Cross will be in attendance. Other ideas
include: providing instruction for access to Uncover via Ingenta, and the de-selection
process.
B. Nature Weekly Subscription. Susan Barribeau passed out a sheet stating what the UW system currently has access to. We have access to: Nature Weekly, 7 Nature research titles, and a new journal – Nature Materials. Madison is considering purchasing access to the 6 or 7 Nature Reviews titles. Barribeau reminded the group that access to Knovel and Alexander Street Press titles are open to the UW system. Barribeau was thanked by the group for arranging to have all UW campuses included in these Madison purchases.
C. Academic Library Survey – It was noted that many of the reporting statistics did not seem accurate. There was a question about government documents and the reporting formula. Apparently, not all campuses were using the document formula of 5.2 documents per volume. The CUWL directors will be sent the web based education department statistics form shortly.
Additional Items
A. Question Point Profiling. John Jax asked what other campuses are doing in
this regard. RLG profiling based upon collection strengths will be used to create
the Question Point reference service profiles. This is used for reference questions
that cannot be answered at the local library, these queries are then forwarded
to the consortium and forwarded to the library that has a profiled a strength
in a that area. Hoelzen cautioned the group to be judicious in its individual
profiling. Ask Wisconsin (the name for the Question Point service in Wisconsin)
is still being configured. Library administrators for the service are able to
establish librarian accounts at this time. Much of the policies are not yet
established, such as library staffing.
B. Supplementing UW System Budget – Lorie Docken reported that the CUWL
committee has accepted the proposal for coming up with an additional $100,000
as a pilot project. Being late in the current fiscal year, this funding could
not be used in the 2002/03 budget. 2003/04 could be a possibility for this pilot
project and could benefit the CDC in funding new titles, for example: Academic
Search Premier, JSTOR, PsycArticles, and ProQuest Historical Newspapers. In
light of the current budget situation in Wisconsin, the majority of campuses
did not add this particular budget line to their current budget. This committee
will try to increase full text access for the entire system for the 2003/04
budget year.
C. PsycInfo renewal – There were concerns raised about the most recent PsycInfo renewal and how it was handled by WILS. The main concern was the short amount of time (often only one or two days) each campus had to react.
