The meeting was called to order by Chair Jo Ann Carr at 10:10 a.m.
I. Introductions and approval of minutes for September 17
Minutes of September 17 approved as submitted
II. Action items:
A. Review and revision of guidelines for the shared electronic collection(10:10-11:00)
Jo Ann presented a draft revision for the group to consider. It was agreed that
the
guidelines should be considered in three parts – selection, renewal, and
deselection.
We recommend eight Yes votes to select a database, ten to renew it.
Do we need the same number of Yes votes for purchase for subscription and renewal?
When we decide what we are buying, we’ve not separated renewals and initial
purchases. Do we want to continue this practice?
We recommended striking the sentence that says we need 10 Yes votes to renew,
and leave both at eight Yes votes.
Are we still emphasizing renewal over new databases? We need to consider:
1. 1. What we need at the time of consideration.
2. 2. Do the databases include bibliographic data only or full text in imaging
or graphics modes?
3. 3. Whether we should use the language of the most current strategic directions
in making decisions.
B. Renewal of CIS Statistical Universe Renewal (11:00-11:15) UP FOR RENEWAL
ON July 1. Given the significant price increase in this product last year, Lorie
asked the group if there was any interest in investigating alternative products
to CIS Statistical Universe. Since Statistical Universe is due for renewal in
July, now is the time to consider alternatives. The group indicated no interest
in exploring alternatives.
C. C. Group purchase of music products.
1. 1. IIMP seems more popular than Music index. IIMP is held by Eau Claire,
Parkside, Whitewater and Milwaukee. Stevens Point has expressed and interest
in purchasing it.
2. 2. NISC trial on RILM is possible.
3. 3. Interest in RILM: Eau Claire, LaCrosse, Milwaukee, Whitewater, and Madison-through
first search. Lorie will get revised FirstSearch pricing for the group and the
subscription will start February 1.
D. D. Group purchase of PBS video library.
1. 1. Lorie was contacted by the distributor of the Video Library. The proposal
offered the UW System one complete video library with rights to duplicate as
needed. The purchase is an annual subscription and a one-time payment for the
entire backlist. They add 20 to 25 titles per year. It was noted that a number
of campuses already have some of these titles in collections.
2. 2. If you are willing to get it through PBS you have pay for duplication
of 354 at $6 a piece. And you also get the index. 25 new titles per year. (Annual
cost, plus $2124 to duplicate, and $1000 per year)
3. 3. This does include indexing for the whole collection. The films come with
classroom use, but not Public Performance, rights.
4. 4. The group asked Lorie to follow up with the distributor as to whether
the video library could be distributed via streaming video and could be obtained
in DVD format. Lorie will distribute responses on the CDC list.
E. E. Revised budget-
1. 1. The budget for 2002-2003 leaves $128,696 unallocated.
2. 2. Project Muse renewal turned out to be less than anticipated because the
Minitex group increased; hence, the discount was higher.
F. F. Cost sharing pilot-for July 2002-june 2003- a one-year pilot. CUWL approved
a cost-sharing pilot at its October meeting. The CDC discussed potential products
to consider. It was suggested that perhaps products with a one-time cost might
be appropriate for the pilot in that libraries would not necessarily be put
in a position of maintaining on-going costs.
What are some of the one-time purchase products? For example, JSTOR collections.
JSTOR business, biology, arts and sciences II. Other annual products to potentially
consider: RILM, Music Index, Phys Ed index
G. G. BioOne renewal- Silverplatter does not currently provide linking features
and should be encouraged to do so. The group agreed to recommend renewal of
BioOne for April 2002-March 2003.
NetLibrary update: The courts have decided that OCLC can purchase netLibrary.
WiLS may be sending invoices to group members soon.
Other ebook possibilities are less firm. Reaction to NetLibrary was mixed. Those
in favor thought it seems like we’re going to continue to have access
as in past and want to have new titles. Questions about NetLibrary include:
1. 1. Will current pricing model continue
2. 2. Will OCLC provide archiving access, not just archived data
3. 3. What evidence of publisher confidence does OCLC have – what publishers
have made a contract
The following motion was made: Before any further funds are expended on NetLibrary,
the CDC recommends that the Wisconsin netLibrary consortium receive assurances
of the archival access to netLibrary titles. Before proceeding, the CDC also
wants more information about the future publisher contracts with netLibrary
and the netLibrary pricing model.
It was noted that the next Wisconsin Academic NetLibrary consortium meeting
will be held sometime during WAAL.
We suggest that a new library group be formed to work on NetLibrary. We not
pay out any more funds until we get clarification on archiving and backup arrangements.
We see how students are using these products. We insist that archiving be online
rather than cd-rom. The motion carried unanimously.
H. H. Mike Peters, of Gale, is asking whether we would consider substituting
their general undergraduate database for Wilson databases. He offers a campus
specific 10% lower than Wilson renewal quote, unlimited users, guaranteed for
two years, and includes the legal databases. Lorie will ask Mike to set up a
trial. The decision will be taken on the discussion list.

III. Discussion items
A. Updates on past agenda items (12:30-2:00)
1. 1. Elsevier deselection process-Lorie Docken
Some campuses did not do any cancellations. Sandy Pfahler reported that Ken
Frazier shared the whole list with the vice chancellor. Sandy also reported
on a meeting with Ed Hueckel, the Wisconsin sales representative for Elsevier,
and Ed admitted that Wisconsin is a difficult customer. It is interesting to
note that on the Reed Elsevier web site, they are promising double-digit profits.
The UW Madison Engineering library has cancelled heavily and they represent
about one third of the Elsevier titles on the Madison campus. About $510,850
of Elsevier titles were deselected across UW System.
2. 2. Some are interested in a group purchase of PsycArticles based on the APA
trial available earlier in the fall. This would be a group purchase, unless
we consider it under the cost-sharing pilot. ProQuest’s psychology full
text was also mentioned though there is some overlap in ProQuest psychology
content with what campuses have currently in other general full text databases.
The APA PsycArticle content is linked from SilverPlatter directly to the FULLTEXT
in OVID
3. 3. Resource sharing update-Lorie Docken
a. a. Voyager universal borrowing module allows for remote circulation of returnable
items,
b. b. At this point, all campuses have upgraded to the release that allows for
UB – 2002 Voyager release.
c. c. Most campuses have been trained, Milwaukee and Parkside training next
week. Madison training has not been set.
d. d. Madison will do intra campus first (book transfer service).
e. e. Most have opened to the user – with second semester availability
being started on others
f. f. A January 16 conference call was arranged to assess UB progress. Later
in February Wisconsin representatives will be joining colleagues from Pennsylvania,
Georgia, and Illinois at Endeavor corporate headquarters for the UB Task Force
Meeting.
g. g. Enhanced Resource sharing task force of CUWL is looking at the next steps
beyond UB, enhanced service for journal articles. There is also a parallel group
on Madison campus. One of the goals of these groups is to expand desktop delivery
service to all UW campuses.
The Task Force will be hosting two Vendor demos in February with the goal of
potentially moving toward a system contract.
h. h. Madison developed a desktop module that enables Madison graduate students
and faculty to make online requests for articles and have them delivered to
their desktops. It authenticates the users, so unmediated requests are then
possible.
i. i. Lorie mentioned the option of ordering articles from Elsevier’s
Science Direct. To be eligible for individual article ordering, libraries have
to set up at least one online subscription through Science Direct and spend
at least $10,000 on Elsevier titles.
j. Wiley will offer us electronic access but won’t allow access unless
you subscribe to the journal. Also Wiley will only offer electronic access to
all UW System libraries as a group – not individually. Madison had several
conversations with Wiley and received a price proposal for electronic access
though it is a proposal that includes all campuses. Wiley refuses to price only
for Madison, for example.
4. Accessibility survey-Joan Robb-no news
B.. New business (2:00-4:00)
UW System Bid for Periodicals-Joyce Huang-there are six campuses that use Faxon.
Swets-Blackwell issued by Milwaukee and gives them a better deal than Ebsco.
Whitewater is happy with Faxon's service but concerned with their financial
situation.
1. 1. . There are many problems with getting microfiche deliveries – they
are very behind on fiche delivery
2. 2. Renewal of UW System Bid for Books-Lorie Docken: The contract ends in
December of 2002. The consensus was to renew it for 2003.
3. 3. Ingenta/uncover/reveal renewal. We decided to renew Ingenta for this year
the uncover reveal contract which means that access will continue. We’re
paying $4000 for 515 users and they had no way of capping that. Please send
Susan Barribeau the names of any individuals signed up from your campus who
are no longer there. New users can set up an account and accounts can be revised.
4. 4. Identification of items to be funded through a 2003-05 DIN Request-Lorie
Docken-specific titles and specific categories of information, specific platforms
or types of resource, what will be needed in the future. We need a list of titles
and dollar amounts that would justify the figure we propose. We need to keep
a paper model as backup and use the last copy procedure to be sure we don’t
loose the back issues of titles.

7. 7. CUWL is developing a charge to call together a group like ours of reference
coordinators with issue of developing instructional materials for shared collect
and will want a liaison from that group to be on CDC group. Each director will
name his or her appointee.
8. 8. The next meeting, Friday, April 12, in Madison, at 780 Regent Street.
5. Other
A. A. Discussion of cancellations – Milwaukee will do another $200,000
cancellation and Wiley titles are up next. Low use will be primary.
B. B. We will be interviewing for Madison’s GLS position, Associate director
for CD, in February and hoping to have someone in place by July.
