I. I. Introductions and approval of minutes:
Chair Joan Robb called the meeting to order at 9:40. Members introduced themselves.
The minutes of the April 6, 2001 meeting were approved.
II. II. Accessibility survey-update on responses:
The survey was sent to ten vendors. Responses have been received from Silver
Platter and Ebsco. In the coming year we may need to take the stance that if
vendors are not meeting or working to meet Accessibility requirements, that
we will not buy their products.
III. III. Psycinfo
We will renew our Psycinfo subscription. Brian Finnegan is studying overlap
of PsycInfo with over products. As he completes the survey he will look at remaining
titles look at language issues to determine which of the titles are not typical
undergraduate titles. The result of his study may be to illustrate our need
for Psycinfo.
Lorie Docken reported that APA has agreed to use FTE not potential users. She
also e distributed Silver Platter and Bell and Howell pricing. The group needs
to decide if they are interested in going to Bell and Howell who is coming out
with new interface. At this point group would prefer to stay with Silver Platter.
Lorie will get final access fee from Silver Platter. We will need to look at
change to BH in another year if number of full text titles increase. Currently
300 of the 1500 titles are full text
At ALA CIC librarians met with limited success in working to increase the number
of FT titles in Psycinfo.
IV. IV. NetLibrary
CUWL has received a request from the NetLibrary group to consider increasing
campus contributions in order to increase size of collection. Lorie distributed
the 01-02 budget distributed with a current pricing model based on adding 1700
titles next year. If we decide not to renew we will still have access to titles
purchased. Lacrosse, Milwaukee and Madison are seeing increased use while River
Falls and the Colleges see little use. Using for reserves is problematic because
of limited circulation period however this service is useful for distance education.
As we examine the 01-02 budget NetLibrary is a potential area to reduce expenditures.
We will need to talk with the NetLibrary consortia if we wish to reduce our
level of commitment.
Lorie reported that Harvard, Cornell and others have set up deposit account
structure as has Ohiolink. This approach needs to be discussed with Wisconsin
NetLibrary Consortium. Sue Strehl proposed that we support 850 titles and that
we look at deposit account model. The committee agreed with this proposal by
consensus. We should be prepared to discuss this proposal at the next NetLibrary
consortium meeting during the WLA conference.
V. V. Cost sharing models-discussion
Lorie distributed a document providing background on cost sharing models. The
purpose of cost sharing is to supplement UWSA fund for shared electronic resources.
The directors request for cost sharing may not have been based on full understanding
of shared electronic collection. Cost sharing would be a budgeted item as current
models of cooperative and group purchasing will not support cost sharing model
needed for shared electronic collections. We need to have a plan to meet inflationary
increases as well as continued collection development or be willing to set a
cap for expenditures. Our development of cost sharing models needs to consider
ways to approach small and large deficits; to emphasize that the purchasing
power of group is greater than power of individual; and to demonstrate the economic
impact of cost sharing (e.g. What would a campus have to pay if the shared electronic
collection is cut?). Cost sharing would also need to include cancellation and
evaluation process for current subscriptions. Lorie distributed possible models
based on FTE and weighted student credit hours. We have three choices: 1) do
nothing and collection declines through attrition; 2) provide costsharing for
inflation; 3) provide costsharing for continued collection development.
VI. VI. Ebsco demo of Premier Collection
Matt Andros, Sam Brooks and Paula Brewster from Ebsco presented an overview
of the Premier Collection and a brief demo. The Premier Collection has three
and one half times the indexing of any other vendor. EBSCO cross-references
can link from any Ejournal to which we subcribe. Peer reviewed journals are
available in full text. Premiere subscribers receive access to back files to
1975 in Academic Search and back files to 1965 for Business. Ebsco will provide
a quote for CUWL which will provide access to business as well.
VII. VII. Analysis of state journal holdings, discussion of data in Current
Standing Orders Report
Ken Frazier joined us for this portion of the meeting to discuss how we can
better address the scholarly communications crisis. We are facing no budget
increase in next biennium in a time of significant inflation issues. We need
to continue to assist others in understanding that the scholarly communications
crises is not a library problem but a faculty problem. Efforts to date have
brought the academic community to the front lines on this issue.
However, we need to increase the coordination of our collections as we address
this crisis. One approach is to deduplicate collective holdings of common titles
across the UWSA. An initial approach could be to carefully review duplication
of Elsevier titles. Approximately one third of our expenditure $1,700,000 for
subscriptions to Elsevier represents duplicate subscription. We need to address
how we can reduce duplication and yet ensure access by providing high speed
access and document delivery for the entire UW community. This effort will require
that we develop a faculty educational campaign as well as ways to expedite document
delivery so that we can demonstrate a tactical approach to meet faculty concerns.
We also need to determine appropriate archival locations for titles as well
as the immediate economic benefit to individual campuses.
We should focus on the duplication of titles costing over 1000 and address this
issue quickly because of the timing of renewals. We need to focus on major depuplication
efforts. Current Elsevier subscriptions include Madison 525; Milwaukee 383:
Eau Claire 37; LaCrosse 36; Green Bay 16; Parkside 18; Platteville 15; River
Falls 25; Stevens Point 34; Stout 20; Superior 8; Whitewater 32. Carr moved
and Strehl seconded that all campuses delay renewal of all duplicate elsevier
titles. Motion carried.
We need to look at the timeline, cost, and status of document delivery access
on each campus. We also need to consider the impact on the shared electronic
collection if we use this fund to contribute to a central fund for document
delivery.
Lori will send Elsevier lists to each campus. Each campus should indicate the
importance of each titles to their campus and send information to Lori by July
25. Milwaukee and Madison will work as a subcommittee on this issue. We may
have a conference call in August to discuss this.
VIII. Statistics leveling
Lorie reported that each vendor collects statistics differently. The report
may include number of logins, number of hits, items viewed (number and format)
and the number of turnaways and logins by IP. An international coalition of
library consortia produced a document to persuade vendors to be more consistent.
Lori will send the URL for this report to CDC. She will also try to identify
software that will provide this leveling. Susan Barribeau reported on Madison
efforts to obtain more reliable statistics.
Lori then distributed usage stats including a detailed look at Bell and Howell.
Each CDC representative should share this report with his/her director.
VIII. VIII. JSTOR arts and sciences
If a campus has not purchased this resource yet a rider needs to be completed
for individual campuses. New campuses also need to pay startup costs as charter
members.
X Other
A. River Falls has been asked to discuss the potential of membership in an art
museum image consortium. 130 schools in US and Canada currently belong. More
