Catastrophic Leave

Overview

The Catastrophic Leave Program is available to help support employees who need to take an extended, unpaid leave of absence from work due to an illness or injury that either incapacitates the employee or the employee’s immediate family member. It allows University employees to voluntarily donate unused vacation, sabbatical/ALRA or personal/floating holidays to co-workers within their employee category who have a catastrophic need. Classified Employees

Eligibility

An employee must satisfy all of the following conditions to be eligible to receive leave donations:

  • You must have completed the first six months of your probation period in a permanent or project position. Classified Limited Term employees are not eligible for this program.
  • You must be on an approved unpaid leave of absence of at least 160 hour duration due to catastrophic need (pro-rated if part-time). The unpaid leave may be taken in non-continuous increments.
  • You must provide medical certification of the catastrophic need if your employer requires it and obtain approval from appropriate authority.
  • You must have a leave balance of no more than 16 hours of combined accrued leave, including vacation, sabbatical and personal/floating holiday.
  • You must have used all your available sick leave hours.
  • You must not be receiving other salary replacement income or benefits such as Income Continuation Insurance or Worker’s Compensation.
  • You must complete an Application for Catastrophic Leave and have the request approved before any leave is donated.

An employee must satisfy all of the following conditions to be eligible to donate leave:

  • You must have completed the first six months of your probation period in a permanent or project position.
  • You must be a state employee for at least one year and remain a state employee.
  • You must complete a Donor Authorization for Catastrophic Leave form.

Program Rules

  • Recipient may not receive more than 640 hours per calendar year (pro-rated if part-time).
  • A donor may not donate more than 24 hours of leave in any calendar year (pro-rated if part-time).
  • Leave must be donated on an hour-per-hour basis.
  • Sick leave hours may never be donated.
  • Leave may not be donated between employee categories. Leave must be donated from Classified to Classified.
  • Donated leave hours that are not used by the recipient are returned to the donor.
  • The value of donated leave is based on the recipient’s hourly salary.
  • Leave may be donated between state agencies with the approval of both agencies.
 

Unclassified Faculty, Academic Staff and Limited Appointees

Eligibility

An employee must satisfy all of the following conditions to be eligible to receive leave donations:

  • You must be on an approved unpaid leave of absence due to your own catastrophic illness or medical condition or that of an immediate family member.
  • You must provide sufficient written proof to the Chancellor or designee that a catastrophic illness or medical condition exists.
  • You must have exhausted all paid leave available to you, including sick leave.
  • You must not be receiving other salary replacement income or benefits such as Income Continuation Insurance or Worker’s Compensation.
  • You must complete a Catastrophic Leave Request before any leave can be donated.

Program Rules

  • Leave may not be donated between employee categories. Leave must be donated from Unclassified to Unclassified.
  • Leave may be donated as frequently as the donor desires but it must be donated in full-day increments only.
  • Donated leave will not be transferred to the recipient’s account until needed.
  • Donated leave hours that are not used by the recipient are returned to the donor.
  • Donated leave may be used to meet the Income Continuation Insurance waiting period.
  • Recipients of donated leave will not be limited to those in leave-earning positions.
Donors must complete a Donor Authorization for Catastrophic Leave form.
