If you were hired before 1982:

Your account earns interest at the actual Fixed rate

If you chose to be in the Variable Fund before 1981, 50% of your account earns at the Variable rate
If you were hired after 1981:

Your account earns a guaranteed 5%.

New legislation (Act 11) would give you the actual Fixed rate starting in 1999
