Impact of 2011 Wisconsin Act 10 (Budget Repair Bill) on Health Insurance Premiums and WRS Contributions

Under 2011 Wisconsin Act 10 (2009-11 Budget Repair Bill), most employees will be required to contribute 5.8% of WRS-covered earnings to the WRS (up from 0.2% of earnings) and health insurance premiums will be increased to the monthly amounts listed below. Act 10 became law on June 29, 2011.

New 2011 Monthly Premiums Single Family
Tier 1 (all plans, except the Standard Plan) $ 84 $208
Tier 2 (Standard Plan - required to work outside WI) $122 $307
Tier 3 (Standard Plan - work in WI) $226 $567

Per the Department of Administration, increased health insurance and WRS contributions will begin on the check payable August 25, 2011 for classified employees (those paid bi-weekly) and on the check payable September 1, 2011 for unclassified employees (those paid monthly). The increased premiums will remain in effect for the remainder of the 2011 coverage year and there will be no retroactive collection of premiums.
