Providing Financial Aid at UW-La Crosse
(Shilling/Nass/Vinehout/Kapanke): At the December 2007 Board of Regents meeting, Regents passed Resolution I.2.d (Full Agenda p. 55) approving the differential tuition for all UW-La Crosse undergraduates and encouraging the Legislature to apply $664,800 of the general purpose revenue funding from the 2007-09 UW-La Crosse Growth Agenda to need based financial aid for students affected by this initiative.
The 2007-09 biennial budget allocated the Board of Regents $664,800 in general purpose revenue in the fiscal year 2008-09 for the purpose of supporting the UW-La Crosse Growth Agenda.
This legislation requires the Board to expend the total amount of that allocation on need based financial aid.

UW System Position
SUPPORT: The Board of Regents forwarded, as part of its 2007-2009 State Budget request, a comprehensive Growth, Quality and Access plan for UW-La Crosse to increase enrollment while preserving educational quality and ensuring the school remains accessible to all students.
Modified provisions of the plan passed in the 07-09 State Budget but did not provide the statutory authority required for UW-La Crosse to use new GPR funding for financial aid (October 2007).
The Board of Regents in December 2007 reaffirmed their unanimous support for UW-La Crosse’s Growth, Quality and Access Plan, including the use of GPR funding for need-based financial aid. However, this requires legislative approval.
SB516/AB852 (February 2008) seeks the legislative approval necessary to complete the financial aid provision of UW-La Crosse’s plan. SB516/AB852 is revenue-neutral, and will not cost anything to the state. Furthermore, it supported by a bi-partisan coalition of legislators from across Wisconsin, as well as by students, faculty, alumni, business and community leaders from La Crosse and the Coulee Region.
