Full Description
(Gottlieb/Cowles) This bill directs DOA to prescribe, by rule, uniform procedures for determining whether services are appropriate for contracting.
These rules must include a requirement for the agencies to conduct a uniform cost-benefit analysis of each proposed contractual service procurement and a requirement for agencies periodically to review the continued appropriateness of contracting under each contractual services agreement.

UW System Position
AMEND: The University System contracts out a more than 15,000 service orders a year. The cost benefit methodology is time consuming for staff to prepare. A dollar threshold should be established so that the methodology does not need to be performed on every contractual engagement. Application of the cost methodology to larger dollar contracts is more appropriate for comparison to the cost of utilizing full-time employees.
