UW System Position on Bills Introduced in the Legislature During the 2005-2006 Session
(Ballweg) Current law prohibits the governor from appointing a student regent from the same institution in two consecutive terms. This bill deletes this prohibition and uses the following criteria:
- The governor may not appoint the same student to consecutive two-year terms.
- The governor may not appoint a student who is enrolled in an institution in which the previous student member was enrolled when he or she was appointed.

UW System Position
NEUTRAL: The Legislature and the Governor should have the prerogative to change the appointment process and membership to the Board of Regents.
The bill is designed to avoid the problem which has arisen when a student regent such as Tommy Jones or Beth Richlen began their terms while attending one institution and completed their terms as a student at another institution (graduate school). This prevented a student from their graduate institution from being eligible for appointment to the board for another term. The bill broadens the pool from which the student regent may be chosen.
