(Lothian) Extends Academic Excellence Scholarship awards eligibility to a student enrolled in a 2-year, full-time vocational diploma program at a technical college.

NEUTRAL. The Academic Excellence Scholarship program was designed to keep Wisconsin's best and brightest Technical College and university students attending school in Wisconsin. It was originally designed to cover the full cost of tuition and fees. Over the years it has not kept pace with tuition increases and now covers only about half of the costs. This raises the question of whether the whole program needs to be evaluated to determine if this non-need based aid is achieving its goals. The bill adds students choosing a Technical College diploma program as opposed to a degree granting program as an eligible recipient. There is likely very little effect the bill will have on the funding of the current program as very few students who graduate at the top of their high school class would likely choose a diploma program. However, students should have the right to choose whatever career they wish. Thus there is no objection to extending the program for this purpose.
