UW System Position on Bills Introduced in the Legislature During the 2005-2006 Session
Pending Legislation
AB 105
Full Description
(Gottlieb) This bill directs DOA to prescribe, by rule, uniform procedures for determining whether services are appropriate for contracting.
These rules must include a requirement for the agencies to conduct a uniform
cost-benefit analysis of each
proposed contractual service procurement and a requirement for agencies
periodically to review the continued appropriateness of contracting under each
contractual services agreement.
Referred to: Committee on Budget Review.
UW System Position
AMEND: The UW system currently processes more than 15,000 contractural service orders per year. The cost benefit methodology is time consuming for staff to prepare. A $500,000 threshold should be established so that the methodology does not need to be performed on every contractual engagement and is more appropriate for comparison to the cost of utilizing full-time employees.
