The UW System Furlough Guidelines

September 23: The Office of State Employment Relations (OSER) has reached an agreement with the AFL-CIO State Building Trades Negotiating Committee (Building Trades) which will permit State Agencies and the UW System to implement the furlough as follows (see Table C):
- for non-exempt Building Trades employees, through equal percent reductions from each pay check.
August 20: The Office of State Employment Relations (OSER) has reached an agreement with the Service Employees International Union (SEIU), which will permit State Agencies and the UW System to implement the furlough as follows (see Table C):
- for exempt SEIU employees, by reducing pay as furlough time off is taken
August 17: The Office of State Employment Relations (OSER) has reached an agreement with the Wisconsin Science Professionals (WSP), which will permit State Agencies and the UW System to implement the furlough as follows (see Table C):
- for exempt WSP employees, by reducing pay as furlough time off is taken
- for non-exempt WSP employees, through equal percent reductions from each pay check.
August 12: The Office of State Employment Relations (OSER) has reached an agreement with the Wisconsin Professional Employees Council (WPEC), which will permit State Agencies and the UW System to implement the furlough as follows (see Table C):
- for exempt WPEC employees, by reducing pay as furlough time off is taken
- for non-exempt WPEC employees, through equal percent reductions from each pay check.
August 6: The Office of State Employment Relations (OSER) has reached an agreement with the Wisconsin Law Enforcement Association (WLEA), which will permit State Agencies and the UW System to implement the furlough as follows (see Table C):
- for non-exempt WLEA employees, through equal percent reductions from each pay check.
July 23 The Office of State Employment Relations (OSER) has reached an agreement with the Wisconsin Education Association Council (WEAC), which will permit State Agencies and the UW System to implement the furlough as follows (see Table C):
- for exempt WEAC employees, by reducing pay as furlough time off is taken
- for non-exempt WEAC employees, through equal percent reductions from each pay check.
July 16 The maximum amount of furlough time off is eight hours per week for all employees per a recent directive from the Office of State Employment Relations. See UW System Furlough Plan Guideline #7, page 3 and corresponding Tables A, B, and C.

July 14 Secretary Roberta Gassman released a July 7 memo regarding employees' potential eligibility for Unemployment Insurance (UI) benefits during furloughs.
July 8 Wisconsin Retirement System (WRS) benefits will not be impacted by the furlough. The 2009 Wisconsin Act 28 requires employers to report your salary, retirement contributions and creditable service as if the furlough did not occur. July 7 The Office of State Employment Relations (OSER) has reached an agreement with the Wisconsin State Employees Union (WSEU) which will permit State Agencies and the UW System to implement the furlough for its non-exempt WSEU employees through equal percent reductions from each pay check. This will result in the following:
- a 3.188% reduction in pay checks beginning July 5,2009 through June 19, 2010 (25 pay periods), and
- a 3.065% reduction in pay checks for the period June 20, 2010, through June 18, 2011 (26 pay periods).
July 6 UW System Furlough Plan, approved by OSER, now available.
July 3 Contributions to state retirement will not be affected by furlough status, according to a provision in the compromise budget bill signed into law by Gov. Doyle. Details to follow.
