The heavy bolded line in the diagram above is meant to separate the
steps that are campus decisions from those that will be followed by all
campuses.
The dotted lines identify alternative scenarios that a campus may
choose. However, it is not meant to limit any campus to only these
scenarios.
Each step of the diagram is explained in the following pages along
with a definition of each of the roles.
