Statute Language:
All moneys received from utility charges to University of Wisconsin - Madison campus operations that are approved by the Department of Administration under s. 36.11 (48) to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in purchasing the Walnut Street steam and chilled-water plant enumerated under 2003 Wisconsin Act 33, section 9106 (1) (g) 2., and to make payments determined by the building commisison under s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in financing the purchase of the plant.

Year-End Instructions (lapse, carry forward, etc.):
The current year budget balance must be lapsed back to the state at the end of the year, while the cash balance moves forward to the new year. The new year budget is increased by encumbrances carried forward to the new year. Refunds of prior year expenditures are deposited to this appropriation using the code of the original expenditure.
