Statute Language:
From the universal service fund, the amounts in the schedule to provide telecommunicationsservices as specified in s. 196.218 (5) (a) 6.196.218 (5) (a) 6 states the appropriation is to be used to pay the department of administration for telecommunications services provided under s. 16.973 (1) to the campusesvof the University of Wisconsin System at River Falls, Stout, Superior, and Whitewater. 16.973 authorizes the department of administration to provide telecommunications services to post secondary schools and charge for the services. Year-End Instructions (lapse, carry forward, etc.):
Any unexpended or unencumbered current year budget dollars must be lapsed back to the state at the end of the fiscal year. There is no cash balance to carry forward. The new year budget is increased by encumbrances carried forward to the new year. Refunds of prior year expenditures are deposited to this appropriation as receipts (9209).
