Regent Grebe began the meeting by thanking Chancellor Sorensen and
his colleagues at UW-Stout for their hospitality.

on the September 25 meeting of the Wisconsin Technical College System
Board
A report of the September 25, 1996 meeting of the Wisconsin Technical
College System Board had been provided to the Board. There were
no questions or comments for Regent Barry regarding those materials.

of Legislative matters
Vice President Olien had provided a written report on the Legislative
matters. There were no questions regarding that report.

Comments
Regent Grebe noted that a memorandum had been distributed regarding
scheduling Regent attendance at UW System commencement exercises.
Observing that Regent particpation in these exercises should be
encouraged, he added that the process of scheduling their involvement
could be improved.

REPORT
OF THE PRESIDENT OF THE SYSTEM
Student
Information System
President Lyall began her report by stating that the "seamless
web" of educational opportunity is growing in Wisconsin, as
indicated by the inauguration of the HELP On-Line, the statewide
Student Information System (SIS). SIS offers a wide variety of information:
programs and majors available at UW institutions, courses that transfer,
tips on saving for college, and financial aid programs and contacts.
It is also possible to file an electronic application to four UW
institutions (Milwaukee, Stevens Point, La Crosse, and Superior)
as well as for UW-Sheboygan Center and the western Wisconsin Technical
College; by Fall 1997, all UW campuses and Wisconsin Technical Colleges
will accept electronic applications through SIS. Using this system,
students will be assured that that their applications are complete
the first time they send them in; they'll have a shorter waiting
period before they learn whether they've been accepted; and, with
access to all of the information on SIS, students and parents will
be able to plan a program of study that minimizes wasted time and
credits. President Lyall was pleased to note that SIS meets Governor
Thompson's challenge to the UW System to make electronic application
available by 1997. She thanked Larry Rubin (System Administration)
and Kris McGrew (UW-Extension) for their creativity and persistence
in bringing HELP On-Line to life, and thanked Vice Presidents Olien
and Ward for working with the Ameritech Foundation to develop the
partnership that supports statewide availability of SIS. In her
Report of the Education Committee, Regent Krutsch added that the
first test of the UW System electronic application had been held
in Milwaukee; Governor Thompson, President Lyall and Chancellor
Schroeder were present to mark the occasion.

The
New Wisconsin Ideas
President Lyall reported that Wisconsin Ideas has a new look.
The less-expensive "newspaper" format will allow it to
be published more often, making it a more effective tool for keeping
faculty and staff aware of systemwide issues.

News Items
UW-Stout:
"Best Practice Partner"
President Lyall announced that UW-Stout had been notified by the
American Productivity and Quality Center's Institute for Education
Best Practices and the Pew Higher Education Roundtable Program that
it has been selected as a "best practice partner" in their
Institutional Budgeting and Benchmarking Project. That project identifies
Stout as one of the most innovative institutions in the country
in institutional budgeting and resources allocation.

Carnegie
Foundation Wisconsin Professor of the Year: Alan White (UW Center
- Manitowoc)
The Carnegie Foundation for the Advancement of Teaching has named
UW Center-Manitowoc philosophy professor Alan White the Wisconsin
Professor of the Year. Noting that this award confirms her belief
that "some of the very best teaching in the UW System goes
on in the two-year Centers," President Lyall offered her congratulations
to Professor White.

Engineering
Grant Awarded to Study Carpal Tunnel Syndrome
UW-Madison Engineering professor Robert Radwin has just received
a five-year $772,000 grant to study ways to relieve carpal tunnel
syndrome.

The
JASON Project
President Lyall reminded the Board that, at its meeting in Milwaukee
in June, it had reviewed a presentation on the JASON Project, a
national program to teach science to middle and high school students
through exposure to hands-on technology. Caroline Joyce, UW-Milwaukee's
JASON Project coordinator, has been selected to lead the national
JASON curriculum, " Journey to the Center of the Earth."
She has set up a network of JASON sites at UW-Madison and UW-Parkside,
at Electronic Data System's Janesville Assembly Plant, and at Lawrence
University in Appleton; she has also introduced a special distance
education course for teachers over the Internet. President Lyall
commended this project as a superb example of the way technology
enables the university, business, and private colleges to extend
teaching resources to K-12 students throughout the state.

Distance Education
The October 1996 issue of Syllabus, a technology magazine
for high schools and colleges, lists the UW-Extension Distance Education
Clearinghouse as one of the Top 40 education sites on the World
Wide Web.

UW-Oshkosh:
125th Anniversary
President Lyall noted that UW-Oshkosh continues to celebrate its
125th anniversary. This month, Senator Fitzgerald, a 1985 UW-Oshkosh
graduate, will receive that university's "Outstanding Young
Alumni Award," and the Milwaukee Bucks are holding their training
camp at UW-Oshkosh's Kolf Fieldhouse. She added that Senator Kohl,
owner of the Bucks, had announced a $5,000 contribution to the scholarship
fund of the UW-Oshkosh Foundation.

UW-Milwaukee
"Showcase for Learning"
UW-Milwaukee's second annual Open House, the "Showcase for
Learning," is scheduled for October 25 and October 26; the
open house provides an opportunity for parents, students, prospective
students, faculty, staff, and alumni to get acquainted with the
UW-Milwaukee campus. (The 1995 Showcase drew 2,000 people to the
campus.) President Lyall concluded her remarks with an invitation
to attend the 1996 Showcase, which has the theme "We're in
the Futures Market!"

Regent Hempel, Chair, provided the report. She began by stating
that the Business and Finance Committee had adopted Resolutions
7300 - 7311, and moved their adoption as Consent Agenda Items. She
noted that concerns raised by the Legislature and by Regent James
regarding Resolution 7304 (which had been deferred at the September
13, 1996 meeting and which concerns the construction of a UW-Madison
Ingraham Hall Deli facility) had been addressed. Her motion was
seconded by Regent Barry, and carried unanimously.

Bay: Authority to Construct a Residence Life Plumbing Replacement
Project
Resolution 7300:
That, upon the recommendation of the UW-Green Bay Chancellor
and the President of the University of Wisconsin System, authority
be granted to construct a Residence Life Plumbing Replacement
project at an estimated total project cost of $236,800 using
Program Revenue - Housing Funds.
UW-La
Crosse: Authority to Construct a Drake Residence Hall Maintenance
Project
Resolution 7301:
That, upon the recommendation of the UW-La Crosse Chancellor
and the President of the University of Wisconsin System, authority
be granted to construct a Drake Residence Hall Maintenance
project at an estimated total project cost of $163,400 using
Program Revenue Supported Borrowing - Maintenance.

Authority to Construct Three Food Service Renovation Projects
Resolution 7302:
That, upon the recommendation of the UW-Milwaukee Chancellor
and the President of the University of Wisconsin System, authority
be granted to construct the following Food Service Renovation
projects, at the costs shown, to be funded from Program Revenue
Borrowing - Maintenance:

Resolution 7303:
That, upon the recommendation of the UW-Stout Chancellor

be granted to construct a Parking Lot 29 Development project,
at an estimated total project cost of $248,500 of Program
Revenue - Parking Utility Funds ($200,000 Program Revenue
Supported Borrowing and $48,500 Parking Utility Cash).
UW-Madison:
Authority to Construct an Ingraham Hall Deli Facility
Resolution 7304:
That, upon the recommendation of the UW-Madison Chancellor
and the President of the University of Wisconsin System, authority
be granted to construct an Ingraham Hall Deli Facility at
an estimated total project cost of $168,700 using Program
Revenue - Cash (Wisconsin Union Reserves).
UW-River
Falls: Approval of the Design Report and Authority to Construct
a Fine Arts Ventilation Project
Resolution 7305:
That, upon the recommendation of the UW-River Falls Chancellor
and the President of the University of Wisconsin System, the
Design Report be approved and authority granted to construct
a Kleinpell Fine Arts Building Ventilation Systems Replacement
project, at an estimated total project cost of $1,842,300,
using All-Agency Health and Safety Funds.
UW-Stout:
Approval of the Design Report and Authority to Construct a North
Hall Handicapped Accessibility Project
Resolution 7306:
That, upon the recommendation of the UW-Stout Chancellor
and the President of the University of Wisconsin System, the
Design Report be approved and authority granted to construct
a North Hall Handicapped Accessibility project, at an estimated
total project cost of $540,000 of Program Revenue Supported
Borrowing.
UW-Whitewater:
Approval of the Design Report and Authority to Construct a Williams
Center Swimming Pool and Diving Well Replacement Project
Resolution 7307:
That, upon the recommendation of the UW-Whitewater Chancellor
and the President of the University of Wisconsin System, the
Design Report be approved and authority granted to construct
a Williams Center Swimming Pool and Diving Well Replacement
project, at an estimated total project cost of $775,000, using
All-Agency Facilities Repair and Renovation Funds.
UW-System:
Delegation of Responsibilities to the Vice President for Finance
Resolution 7308:
That, upon the recommendation of the President of the University
of Wisconsin System, the following responsibilities be delegated
to the Vice President for Finance:
1. Land transactions within campus boundaries. This includes
purchase, trade, gifts, and the sale of lands that have
been declared surplus by the Board of Regents. An annual
report is to be provided to the Business and Finance Committee
regarding any changes that occurred with the holdings.
2. Authority to sign contracts and documents for University
purposes with a value of under $200,000.
**3. Authority to negotiate and pay all assessable improvements
charges levied by municipalities.
4. Authority to sign easements which benefit the University.
**5. Authority to undertake projects funded by the All-Agency
appropriations.
6. Implementation of Environmental Policy Act.

UW-Madison:
Annual Report on Mainframe Computer Services
Resolution 7309:
That, upon the recommendation of the President of the University
of Wisconsin System and the Chancellor of the University of
Wisconsin-Madison, the Board of Regents authorizes transmittal
of UW-Madison's annual report regarding mainframe computing
services to the appropriate legislative committees and staff.
Approval
of 1996 Campus Development Plan, UW-Stout
Resolution 7310:
That, upon the recommendation of the UW-Stout Chancellor
and the President of the University of Wisconsin System, the
1996 Campus Development Plan, reflecting changes to the 1990
Campus Development Plan and documenting physical facilities
and campus boundaries, be approved.
Authorization
to use the Maude Maxwell Monroe Cooperative Dormitory and Cooperative
Dormitories for Men Trusts for the Eagle Heights Community Center
Expansion Project
Resolution 7311:
That, upon the recommendation of the President of the University
of Wisconsin System, and the UW-Madison Chancellor, the balances
of income and intermediate term principal in the Maude Maxwell
Monroe Cooperative Dormitory and the Cooperative Dormitories
for Men Trusts be used to fund the expansion of the Eagle
Heights Community Center Project on the UW-Madison campus;
and that a suitable plaque be affixed in the addition acknowledging
that gifts in memory of Maude Maxwell Monroe and Henry H.
Rust provided funding for this addition.

Report
on Institutional Efficiencies
Regent Hempel reported that the Business and Finance Committee had
convened with the 21st Century Implementation Committee to review
the Report on Institutional Efficiencies. Drawn from the Board of
Regents Study of the UW System in the 21st Century, which recommended
that UW System institution chancellors provide it, this was a report
of current and new efficiency-related measures undertaken to increase
capacity in the future; Chancellors Kuipers (UW-La Crosse) and Thibodeau
(UW-River Falls) highlighted the many efficiency measures undertaken
on their campuses. Regent Hempel noted that, since most of the Board
had attended this session, she would not review President Lyall's
comments, other than to note that the committees were impressed
with the redesign of processes in administrative, academic and student
services areas.

Approval
of Minutes of the September 12, 1996 meeting of the Business and
Finance Committee
Regent Hempel reported that the committee approved the minutes of
the September meeting of the Business and Finance Committee, but
added that they had been amended to reflect the fact that Federal
awards had decreased rather than increased, as had been reported
in the draft.

Report
of Physical Planning Subcommittee
Regent Hempel reported that the Physical Planning Subcommittee had
met and had acted on Resolutions 7300 - 7311, which had just been
approved by the Board. She noted, however, that one item had been
referred for approval as a separate item, since it concerns granting
authority to amend the '97-'99 Capital Budget to include funds for
the transition of UW-Extension WHA TV from analog to digital format
and that involves about $4 million in All-Agency funds. Her motion
to approve Resolution 7312 was seconded by Regent Barry and was
unanimously adopted.
UW-System:
Authority to Amend 1997-99 Capital Budget to Include Funds to Begin
Converting UW Extension's WHA TV from Analog to Digital Format
Resolution 7312:
That, upon the recommendation of the UW Extension Chancellor
and the President of the University of Wisconsin System, authority
be granted to amend the 1997-99 Capital Budget to include
$4.1 million of All-Agency Equipment Funds for the transition
of WHA television from analog to digital format.

Annual
Update on Mainframe Computer Services at UW-Madison
Regent Hempel stated that an annual update on mainframe computer
services at UW-Madison was provided by Vice Chancellor Torphy; the
report, prepared at the request of the Joint Committee on Finance,
continued to indicate that overall mainframe costs have continued
to decline.

Report of Sick Leave Used By Unclassified Staff
Associate Vice President Wright provided the committee with a report
on Unclassified Staff use of sick leave. Noting that the committe
has requested to have this required report deleted, Regent Hempel
stated that the Assembly's Colleges and Universities Committee did
not vote to permit elimination of the report.

Gifts,
Grants And Contracts
Regent Hempel reported that gifts, grants and contracts for the
three-month period that ended September 20, 1996, totalled $188
million, representing a decrease of about $20 million from the previous
year; in addition, Federal awards have decreased while non-Federal
awards increased.

Regent Hempel concluded her report by noting that the committee
had reviewed tentative agenda items for upcoming meetings.

Resolutions 7313 - 7318, which had been adopted by the Education
Committee. Her motion was seconded by Regent MacNeil, and passed

Resolution 7313:
That, upon recommendation of the Chancellor of the University
of Wisconsin-Madison and the President of the University of
Wisconsin System, the Chancellor be authorized to implement
the M.S./Ph.D., Population Health.
UW-Whitewater:
New Program Authorization M.S., Communicative Disorders
Resolution 7314:
That, upon recommendation of the Chancellor of the University
of Wisconsin-Whitewater and the President of the University
of Wisconsin System, the Chancellor be authorized to implement
the M.S. in Communicative Disorders.
UW-Milwaukee,
UW-LaCrosse: New Program Authorization MSW, Social Work
Resolution 7315:
That, upon recommendation of the Chancellor of the University
of Wisconsin-Milwaukee, the Chancellor of the University of
Wisconsin-La Crosse, and the President of the University of
Wisconsin System, the Chancellors be authorized to implement
a joint MSW in Social Work.
UW-LaCrosse:
New Program Authorization B.S., Radiation Therapy
Resolution 7316:
That, upon recommendation of the Chancellor of the University
of Wisconsin-La Crosse and the President of the University
of Wisconsin System, the Chancellor be authorized to implement
the B.S., Radiation Therapy.

Amendment to Regent Policy 72-11: Definition of Veteran Status
Resolution 7317:
That, upon recommendation of the President of the University
of Wisconsin System, Regent Policy 72-11, Freshman Admission
Policy, be amended as follows:
"III.C. Students lacking rank-in-class or test score
qualifications may be considered if, on the basis of other
factors, they appear to have a reasonable probability of
success. Particular consideration in admission will be given
to applicants who have been out of school for two or more
years, service veterans with a least 180 days of
active duty, as defined by state and federal
policies, and to students who have been disadvantaged
as a result of substandard education, family income level,
or ethnic background."
UW-Madison:
Lillian S. Moehlman-Bascom Professorship School of Nursing
Resolution 7318:
That, upon recommendation of the Chancellor of the University
of Wisconsin-Madison and the President of the University of
Wisconsin System, Professor Patricia Brennan, School of Nursing,
be appointed the Lillian S. Moehlman-Bascom Professor, effective
August 26, 1996.

Report
of the Vice President for Academic Affairs
An
Agriculture Career for You!
Regent Krutsch reported that Senior Vice President Ward had discussed
the pamphlet, An Agriculture Career for You!, which had been
distributed to the Board. This pamphlet, developed through the cooperative
effort of the Wisconsin Agribusiness Foundation and the Wisconsin
Farm-City Council, seeks to introduce secondary school students
and their counselors to the many careers available in agriculture.
Regent Krutsch observed that this is an "excellent example
of cooperation between public and private organizations in the area
of career and work force preparation."

Noteworthy
Achievements:
Regent Krutsch stated that Senior Vice President Ward had also noted
the achievements of two UW System faculty members: Dale Scharinger,
UW-Whitewater Professor of Management, has been named a "Certified
Professional for Life" by the Society for Human Resources Certification
in recognition of his work in the human resource profession; and
Caroline Joyce (UW-Milwaukee) has been named team leader for curriculum
development for the national JASON Project, as noted by earlier
by President Lyall.

UW-Stout
Presentation: Minority Retention Poetry Project
>
Regent Krutsch reported that the committee had heard a panel discussion
and watched a videotaped presentation on the UW-Stout Minority Retention
Poetry Project. Panelists included Provost George DePuy; Gerane
Dougherty, Dean of the College of Arts & Sciences; Ilsa Hartung,
a Lecturer in the Department of Speech, Foreign Language, Theatre
& Music; and Darshan Perusek, Associate Professor of English.
Approximately twenty students participated in this program, which
was funded by a grant from the West Central Wisconsin Consortium.
Students studied the poetry of well-known authors and wrote original
verse.

Elimination
of Required Reports
The committee was informed by Vice President Ward that President
Lyall has again asked the Joint Committee on Finance to eliminate
two annual reports, neither of which is required by state statute:
(1) the report on undergraduate course drop rates and (2) the Business
Schools Report.

UW
System Undergraduate Transfer Audit: Final Report
The Transfer Audit Final Report, requested by Regent Smith at the
May 1996 meeting of the Education Committee, was also presented
by Vice President Ward. Data taken from a sample of students who
transferred in Fall 1995 showed that 97 percent of the total credits
earned were accepted in transfer by the receiving UW institutions.
The few courses that did not transfer were primarily those considered
developmental or remedial (i.e., courses that prepare students for
college level work). Academic Affairs is following up with another
study that will determine whether there are additional problems
in terms of general education courses not transferring or courses
in the major.

Regent Krutsch reported that Sharon James, Associate Vice President,
UWSA Office of Academic Affairs, had introduced a discussion of
opportunities for high school students to take college coursework.
In her overview, Dr. James noted five ways for high school students
in Wisconsin to earn college credits:

the College
Board's Advanced Placement Program,
-
the Cooperative
Academic Partnership Program (CAPP),
-
the International
Baccalaureate program,
-
campus-based
courses, including the Post-Secondary Enrollment Options program
(PSEO) established in 1991, and
-
independent
study courses.
Four speakers provided more information to the committee: Robert
Mcdonough, Director of Academic Support Services, College Board
(which is related to the advance placement course); Larry Lewis,
Principal of Neenah High School; James Hutchinson, an English teacher
at Oshkosh West High School; and Nichole Fromm, an undergraduate
at UW-Eau Claire. Dr. McDonough noted that Wisconsin is one of the
top five growth states for Advanced Placement (AP) Programs in the
United States. About 2/3 of Wisconsin's students score high enough
to receive credit at all Wisconsin public institutions. Responding
to a question from Regent Randall, Mr. Lewis said that CAPP teachers
must have earned at least an MA and be approved by the appropriate
department at UW-Oshkosh. Regent Randall suggested further study
of the financial impact of CAPP and AP courses. Mr. Hutchinson commented
on the benefits of working with the UW-Oshkosh Faculty and noted
that the course he teaches at Oshkosh West High School is the same
course taught at UW-Oshkosh. Ms. Fromm observed that the primary
motivations for taking courses for college credit while in high
school are saving money and the academic challenge.
Regent Krutsch stated that AP and other post secondary courses are
important to the UW System, observing that students who take them
enter the university better prepared, have higher retention and
more timely graduation rates; furthermore, the timely graduation
of these students increases access for others. The committee is
looking into ways to encourage more Wisconsin K-12 districts to
participate.
Following Regent Krutsch's report, Regent Orr asked what the UW
System is doing to encourage campus participation in AP or CAPP
programs; Senior Vice President Ward responded that current financial
policies support them, but that campuses choose whether they will
participate in AP or dual credit CAPP programs in cooperation with
the preferences of local high schools. Regent Orr then asked whether
the programs had been promoted through specific objectives and defined
goals, so that each of the comprehensive universities has a program
of some kind. He was informed that Regent policy 91-3 mandated
accepting AP credits. Since then, the number of students participating
has grown from 3,500 to 9,500. Vice President Ward observed that
student participation is encouraged and campuses seek out these
students because they are better students. Regent Krutsch noted
the financial aspects of participation -- the cost to families for
CAPP courses is roughly half the cost of college credits, while
AP courses are free (but there is a nominal exam fee). The UW System
offers summer workshops to prepare high school teachers to teach
AP courses. Chancellor Perkins (UW-Green Bay) added that there is
an additional challenge in getting teachers to promote the AP examinations
to students, since there is some concern that failure to pass the
exams at an high rate will reflect poorly on the teachers; Regent
Krutsch noted that this issue had been addressed by the panel, and
that it is important to build not only accountability measures into
the process but also to offer teachers the opportunity to improve
based on an analysis of their students' exam performance. Furthermore,
the teaching techniques used in AP courses can also be used in general
courses, so even more students benefit from teachers who participate
in these programs. Regent MacNeil added that 2/3 of all of the Wisconsin
students that have taken the exam received of score of 3 or higher,
above the national average.

OF THE 21ST CENTURY IMPLEMENTATION COMMITTEE
Presentation
on Technology at UW-Stout, Focus on Financial Aid
Regent Orr, Chair of the committee, reported that Jan Womack, Vice
Chancellor for Administration at UW-Stout, had made a presentation
on the extensive use of technology at UW-Stout. She focussed on
its use in connection with student financial aids and student employment
opportunities, where its use has not only incurred savings and achieved
efficiencies, but has also developed "considerable student
satisfaction."

Effectiveness
Group
Regent Orr reported that Dan Layzell, Director of the UW System
Office of Policy Analysis and Research, had discussed measuringeffectiveness
and accountability in the UW System, since the committee is considering
revising those measures, which have been in place since 1993. A
focus on two components was proposed:
-
the state
should be included as a partner in measures of accountability,
and
-
a shift
of emphasis from input and process variables to output and results
variables.
Reporting that these proposals inspired extensive discussion, Regent
Orr stated that the committee wants to address this issue regularly
and is working to define the project. He noted that the Board will
be the final arbiter of those measures of accountability when they
are developed.

Teaching
Academic Staff Status Group
Senior Vice President Sanders discussed the role of teaching academic
staff, which Regent Orr noted had also generated discussion. Again,
the committee is working to define the project, and will take care
to recognize that there are some difficult issues involved.

Institutional
Strategic Planning Efforts
Regent Orr reported that Chancellors Kerrigan (UW-Oshkosh) and Schroeder
(UW-Milwaukee) had discussed the links between strategic planning
and institutional efficiencies on their campuses, offering concrete
examples of how effective planning had resulted in significant efficiencies.

Regent Orr concluded his report by noting that the committee had
approved the workplan proposed for remainder of the year.

Regent Orr was called upon to present the Resolution 7319, which
was seconded by Regent MacNeil and was adopted unanimously with
a show of applause.

Whereas, the Board of Regents is very pleased to have been
invited to hold the October 1996 meetings at the University
of Wisconsin-Stout; and
Whereas, our visit has been enriched by the interesting
and impressive student project displays and art gallery
showing; and by the thoughtful and informative presentations
on the Campus Development Plan and Recreation Complex made
to the Business and Finance Committee, on Technology and
Financial Aid at UW-Stout made to the 21st Century Implementation
Committee, and on the Minority Retention Poetry Project
made to the Education Committee; and
Whereas, the Board also is particularly pleased to have
the opportunity to visit the Origen Center in the Stout
Technology Park and learn at first-hand about the successful
partnership between UW-Stout and the Phillips Plastics Corporation;
and
Whereas, another special event taking place in conjunction
with these meetings involves the dedication of the Second
Street Historic Corridor through the community and campus,
which demonstrates the result of a fruitful partnership
among the university, the city and the state; and
Whereas, the warm and gracious hospitality extended by
Chancellor and Mrs. Sorensen, the UW-Stout faculty, staff
and students, and the community of Menomonie is deeply appreciated;
Therefore, be it resolved that the Board of Regents of
the University of Wisconsin System hereby extends its sincere

Regent Grebe noted that a memorandum had been distributed regarding scheduling Regent attendance at UW System commencement exercises. Observing that Regent particpation in these exercises should be encouraged, he added that the process of scheduling their involvement could be improved.

REPORT OF THE PRESIDENT OF THE SYSTEM
Student Information System
President Lyall began her report by stating that the "seamless web" of educational opportunity is growing in Wisconsin, as indicated by the inauguration of the HELP On-Line, the statewide Student Information System (SIS). SIS offers a wide variety of information: programs and majors available at UW institutions, courses that transfer, tips on saving for college, and financial aid programs and contacts. It is also possible to file an electronic application to four UW institutions (Milwaukee, Stevens Point, La Crosse, and Superior) as well as for UW-Sheboygan Center and the western Wisconsin Technical College; by Fall 1997, all UW campuses and Wisconsin Technical Colleges will accept electronic applications through SIS. Using this system, students will be assured that that their applications are complete the first time they send them in; they'll have a shorter waiting period before they learn whether they've been accepted; and, with access to all of the information on SIS, students and parents will be able to plan a program of study that minimizes wasted time and credits. President Lyall was pleased to note that SIS meets Governor Thompson's challenge to the UW System to make electronic application available by 1997. She thanked Larry Rubin (System Administration) and Kris McGrew (UW-Extension) for their creativity and persistence in bringing HELP On-Line to life, and thanked Vice Presidents Olien and Ward for working with the Ameritech Foundation to develop the partnership that supports statewide availability of SIS. In her Report of the Education Committee, Regent Krutsch added that the first test of the UW System electronic application had been held in Milwaukee; Governor Thompson, President Lyall and Chancellor Schroeder were present to mark the occasion.

The New Wisconsin Ideas
President Lyall reported that Wisconsin Ideas has a new look. The less-expensive "newspaper" format will allow it to be published more often, making it a more effective tool for keeping faculty and staff aware of systemwide issues.

UW-Stout: "Best Practice Partner"
President Lyall announced that UW-Stout had been notified by the American Productivity and Quality Center's Institute for Education Best Practices and the Pew Higher Education Roundtable Program that it has been selected as a "best practice partner" in their Institutional Budgeting and Benchmarking Project. That project identifies Stout as one of the most innovative institutions in the country in institutional budgeting and resources allocation.

Carnegie Foundation Wisconsin Professor of the Year: Alan White (UW Center - Manitowoc)
The Carnegie Foundation for the Advancement of Teaching has named UW Center-Manitowoc philosophy professor Alan White the Wisconsin Professor of the Year. Noting that this award confirms her belief that "some of the very best teaching in the UW System goes on in the two-year Centers," President Lyall offered her congratulations to Professor White.

Engineering Grant Awarded to Study Carpal Tunnel Syndrome
UW-Madison Engineering professor Robert Radwin has just received a five-year $772,000 grant to study ways to relieve carpal tunnel syndrome.

The JASON Project
President Lyall reminded the Board that, at its meeting in Milwaukee in June, it had reviewed a presentation on the JASON Project, a national program to teach science to middle and high school students through exposure to hands-on technology. Caroline Joyce, UW-Milwaukee's JASON Project coordinator, has been selected to lead the national JASON curriculum, " Journey to the Center of the Earth." She has set up a network of JASON sites at UW-Madison and UW-Parkside, at Electronic Data System's Janesville Assembly Plant, and at Lawrence University in Appleton; she has also introduced a special distance education course for teachers over the Internet. President Lyall commended this project as a superb example of the way technology enables the university, business, and private colleges to extend teaching resources to K-12 students throughout the state.

The October 1996 issue of Syllabus, a technology magazine for high schools and colleges, lists the UW-Extension Distance Education Clearinghouse as one of the Top 40 education sites on the World Wide Web.

UW-Oshkosh: 125th Anniversary
President Lyall noted that UW-Oshkosh continues to celebrate its 125th anniversary. This month, Senator Fitzgerald, a 1985 UW-Oshkosh graduate, will receive that university's "Outstanding Young Alumni Award," and the Milwaukee Bucks are holding their training camp at UW-Oshkosh's Kolf Fieldhouse. She added that Senator Kohl, owner of the Bucks, had announced a $5,000 contribution to the scholarship fund of the UW-Oshkosh Foundation.

UW-Milwaukee "Showcase for Learning"
UW-Milwaukee's second annual Open House, the "Showcase for Learning," is scheduled for October 25 and October 26; the open house provides an opportunity for parents, students, prospective students, faculty, staff, and alumni to get acquainted with the UW-Milwaukee campus. (The 1995 Showcase drew 2,000 people to the campus.) President Lyall concluded her remarks with an invitation to attend the 1996 Showcase, which has the theme "We're in the Futures Market!"

Report on Institutional Efficiencies
Regent Hempel reported that the Business and Finance Committee had convened with the 21st Century Implementation Committee to review the Report on Institutional Efficiencies. Drawn from the Board of Regents Study of the UW System in the 21st Century, which recommended that UW System institution chancellors provide it, this was a report of current and new efficiency-related measures undertaken to increase capacity in the future; Chancellors Kuipers (UW-La Crosse) and Thibodeau (UW-River Falls) highlighted the many efficiency measures undertaken on their campuses. Regent Hempel noted that, since most of the Board had attended this session, she would not review President Lyall's comments, other than to note that the committees were impressed with the redesign of processes in administrative, academic and student services areas.

Approval of Minutes of the September 12, 1996 meeting of the Business and Finance Committee
Regent Hempel reported that the committee approved the minutes of the September meeting of the Business and Finance Committee, but added that they had been amended to reflect the fact that Federal awards had decreased rather than increased, as had been reported in the draft.

Report of Physical Planning Subcommittee
Regent Hempel reported that the Physical Planning Subcommittee had met and had acted on Resolutions 7300 - 7311, which had just been approved by the Board. She noted, however, that one item had been referred for approval as a separate item, since it concerns granting authority to amend the '97-'99 Capital Budget to include funds for the transition of UW-Extension WHA TV from analog to digital format and that involves about $4 million in All-Agency funds. Her motion to approve Resolution 7312 was seconded by Regent Barry and was unanimously adopted.

Annual Update on Mainframe Computer Services at UW-Madison
Regent Hempel stated that an annual update on mainframe computer services at UW-Madison was provided by Vice Chancellor Torphy; the report, prepared at the request of the Joint Committee on Finance, continued to indicate that overall mainframe costs have continued to decline.

Annual Report of Sick Leave Used By Unclassified Staff
Associate Vice President Wright provided the committee with a report on Unclassified Staff use of sick leave. Noting that the committe has requested to have this required report deleted, Regent Hempel stated that the Assembly's Colleges and Universities Committee did not vote to permit elimination of the report.

Gifts, Grants And Contracts
Regent Hempel reported that gifts, grants and contracts for the three-month period that ended September 20, 1996, totalled $188 million, representing a decrease of about $20 million from the previous year; in addition, Federal awards have decreased while non-Federal awards increased.

Report of the Vice President for Academic Affairs
An Agriculture Career for You!
Regent Krutsch reported that Senior Vice President Ward had discussed the pamphlet, An Agriculture Career for You!, which had been distributed to the Board. This pamphlet, developed through the cooperative effort of the Wisconsin Agribusiness Foundation and the Wisconsin Farm-City Council, seeks to introduce secondary school students and their counselors to the many careers available in agriculture. Regent Krutsch observed that this is an "excellent example of cooperation between public and private organizations in the area of career and work force preparation."

Noteworthy Achievements:
Regent Krutsch stated that Senior Vice President Ward had also noted the achievements of two UW System faculty members: Dale Scharinger, UW-Whitewater Professor of Management, has been named a "Certified Professional for Life" by the Society for Human Resources Certification in recognition of his work in the human resource profession; and Caroline Joyce (UW-Milwaukee) has been named team leader for curriculum development for the national JASON Project, as noted by earlier by President Lyall.

UW-Stout Presentation: Minority Retention Poetry Project
Regent Krutsch reported that the committee had heard a panel discussion and watched a videotaped presentation on the UW-Stout Minority Retention Poetry Project. Panelists included Provost George DePuy; Gerane Dougherty, Dean of the College of Arts & Sciences; Ilsa Hartung, a Lecturer in the Department of Speech, Foreign Language, Theatre & Music; and Darshan Perusek, Associate Professor of English. Approximately twenty students participated in this program, which was funded by a grant from the West Central Wisconsin Consortium. Students studied the poetry of well-known authors and wrote original verse.

Elimination of Required Reports
The committee was informed by Vice President Ward that President Lyall has again asked the Joint Committee on Finance to eliminate two annual reports, neither of which is required by state statute: (1) the report on undergraduate course drop rates and (2) the Business Schools Report.

UW System Undergraduate Transfer Audit: Final Report
The Transfer Audit Final Report, requested by Regent Smith at the May 1996 meeting of the Education Committee, was also presented by Vice President Ward. Data taken from a sample of students who transferred in Fall 1995 showed that 97 percent of the total credits earned were accepted in transfer by the receiving UW institutions. The few courses that did not transfer were primarily those considered developmental or remedial (i.e., courses that prepare students for college level work). Academic Affairs is following up with another study that will determine whether there are additional problems in terms of general education courses not transferring or courses in the major.

Panel: Opportunities for High School Students to take College Coursework: Enhancing the Academic Challenge of High School
Regent Krutsch reported that Sharon James, Associate Vice President, UWSA Office of Academic Affairs, had introduced a discussion of opportunities for high school students to take college coursework. In her overview, Dr. James noted five ways for high school students in Wisconsin to earn college credits:
- the College Board's Advanced Placement Program,
- the Cooperative Academic Partnership Program (CAPP),
- the International Baccalaureate program,
- campus-based courses, including the Post-Secondary Enrollment Options program (PSEO) established in 1991, and
- independent study courses.
Four speakers provided more information to the committee: Robert Mcdonough, Director of Academic Support Services, College Board (which is related to the advance placement course); Larry Lewis, Principal of Neenah High School; James Hutchinson, an English teacher at Oshkosh West High School; and Nichole Fromm, an undergraduate at UW-Eau Claire. Dr. McDonough noted that Wisconsin is one of the top five growth states for Advanced Placement (AP) Programs in the United States. About 2/3 of Wisconsin's students score high enough to receive credit at all Wisconsin public institutions. Responding to a question from Regent Randall, Mr. Lewis said that CAPP teachers must have earned at least an MA and be approved by the appropriate department at UW-Oshkosh. Regent Randall suggested further study of the financial impact of CAPP and AP courses. Mr. Hutchinson commented on the benefits of working with the UW-Oshkosh Faculty and noted that the course he teaches at Oshkosh West High School is the same course taught at UW-Oshkosh. Ms. Fromm observed that the primary motivations for taking courses for college credit while in high school are saving money and the academic challenge.
Regent Krutsch stated that AP and other post secondary courses are important to the UW System, observing that students who take them enter the university better prepared, have higher retention and more timely graduation rates; furthermore, the timely graduation of these students increases access for others. The committee is looking into ways to encourage more Wisconsin K-12 districts to participate.
Following Regent Krutsch's report, Regent Orr asked what the UW System is doing to encourage campus participation in AP or CAPP programs; Senior Vice President Ward responded that current financial policies support them, but that campuses choose whether they will participate in AP or dual credit CAPP programs in cooperation with the preferences of local high schools. Regent Orr then asked whether the programs had been promoted through specific objectives and defined goals, so that each of the comprehensive universities has a program of some kind. He was informed that Regent policy 91-3 mandated accepting AP credits. Since then, the number of students participating has grown from 3,500 to 9,500. Vice President Ward observed that student participation is encouraged and campuses seek out these students because they are better students. Regent Krutsch noted the financial aspects of participation -- the cost to families for CAPP courses is roughly half the cost of college credits, while AP courses are free (but there is a nominal exam fee). The UW System offers summer workshops to prepare high school teachers to teach AP courses. Chancellor Perkins (UW-Green Bay) added that there is an additional challenge in getting teachers to promote the AP examinations to students, since there is some concern that failure to pass the exams at an high rate will reflect poorly on the teachers; Regent Krutsch noted that this issue had been addressed by the panel, and that it is important to build not only accountability measures into the process but also to offer teachers the opportunity to improve based on an analysis of their students' exam performance. Furthermore, the teaching techniques used in AP courses can also be used in general courses, so even more students benefit from teachers who participate in these programs. Regent MacNeil added that 2/3 of all of the Wisconsin students that have taken the exam received of score of 3 or higher, above the national average.

REPORT OF THE 21ST CENTURY IMPLEMENTATION COMMITTEE
Presentation on Technology at UW-Stout, Focus on Financial Aid
Regent Orr, Chair of the committee, reported that Jan Womack, Vice Chancellor for Administration at UW-Stout, had made a presentation on the extensive use of technology at UW-Stout. She focussed on its use in connection with student financial aids and student employment opportunities, where its use has not only incurred savings and achieved efficiencies, but has also developed "considerable student satisfaction."

Effectiveness Group
Regent Orr reported that Dan Layzell, Director of the UW System Office of Policy Analysis and Research, had discussed measuringeffectiveness and accountability in the UW System, since the committee is considering revising those measures, which have been in place since 1993. A focus on two components was proposed:
- the state should be included as a partner in measures of accountability, and
- a shift of emphasis from input and process variables to output and results variables.
Reporting that these proposals inspired extensive discussion, Regent Orr stated that the committee wants to address this issue regularly and is working to define the project. He noted that the Board will be the final arbiter of those measures of accountability when they are developed.

Teaching Academic Staff Status Group
Senior Vice President Sanders discussed the role of teaching academic staff, which Regent Orr noted had also generated discussion. Again, the committee is working to define the project, and will take care to recognize that there are some difficult issues involved.

Institutional Strategic Planning Efforts
Regent Orr reported that Chancellors Kerrigan (UW-Oshkosh) and Schroeder (UW-Milwaukee) had discussed the links between strategic planning and institutional efficiencies on their campuses, offering concrete examples of how effective planning had resulted in significant efficiencies.
