"Academic credentials are given the greatest weight in all admissions processes examined... [I]ndividualized review does not mean that unqualified students are gaining admission at the expense of other more highly qualified students. Colleges and universities select students to shape their incoming classes in ways that are consistent with the institutions’ mission and goals. They want students with different backgrounds and experiences and different strengths and talents."
